That said, the moment I saw that the only UO power leveling servers were listed as PvP I immediatedly checked the forums to see which was a unofficial UO powerleveling server, because I know how such servers work. You see they're flagged as UO power leveling…and every limp wristed pimply faced twit who couldn't score even whaletail hops over there to giggle over doing exactly what you describe above. Seen it happen repeatedly and they come up with all manner of excuses to justify it. So in the words of a wise man…don't play with idiots and you don't have to deal with their stupidity.
The Fugitive system isn't going to fix the ganking problem either, just like in UO where people thought being a red name was 'cool' and a sort of negative status, they'll do that here too and figure out ways around it. There's a thread about it on the pvp section that highlights several loopholes already. The only way that being a fugitive will be a problem for someone is if it bars them from entering other cultural areas, spontaneously spawns seriously tough assassins, and lets others see you from a very long long ways away so that someone besides a Ranger can track and eliminate them. The item loss and coin loss are things easily avoided, so really…don't hold your breath that it's going to fix anything. My suggestion is move to a non PvP server.
